Complaining

Something really made me angry recently. I had a big complain from my new neighbor. They make some big noise everyday. I lived this apartment for a long time, everything had been fine before my new neigbor moved in. There are around six or seven girls and boys who live in the same unit 804. They make big noise from 8:00pm to next day 3:00am every day, sometimes even longer. They shouting chatting laughing arguing very loudly, kick and break the beer bottles and beat the balcony railing in the balcony. They also play the music very loudly at 2:00am. We never have had good sleep when they moved in. I always wake up in the midnight. We have suffering for long time.
I want to take some immediate actions before I calling the police. I wrote a complaining letter to our building's superintendent, I told him that he rent the apt to people to live not to become pub or dormitory. They disturb our regular life. We can't study and work very well because bad sleeping. I want to he give us a solution as soon as possible.
I don't know what our superintendent could do, if he couldn't do anything for us, I will write a complaining letter to the building management company. I will solve step by step. Can you give me some advice? my teacher?
